County Road Projects

Over the past several years, a common challenge has been the effect of sea-level rise on neighborhoods. After years of seeking grants to address these issues, the staff developed improvement projects to mitigate the flooding impacts.

Current Project Updates

Tubby’s Creek Bridge on Card Sound Road

Built in 1969, it is scheduled for replacement starting Feb. 9, 2026.

Feb. 9 - Construction crews will be on-site to perform preliminary project work consisting of clearing vegetation from roadway shoulders and widening the pavement at Tubby’s Creek Bridge on Card Sound Road. This work will take four weeks to complete. During this time, the shoulders of the roadway will be closed, but both lanes will remain open for two-way traffic. 

March 9 - The contractor will close the eastbound lane to traffic and set up temporary traffic signals to alternate bi-directional traffic to one lane so demolition of the eastbound lane may begin. The bridge will remain one lane with alternating traffic for the duration of the project. Traffic signal timing will be altered in the morning and afternoon to accommodate the additional traffic heading to and from the Ocean Reef community.

This project has a construction duration of approximately 18 months, weather dependent.

Winston Waterways, Key Largo

The project includes elevating portions of 15 road segments and installing an engineered stormwater collection, treatment, and disposal system consisting of a pump station, piping, a force main, and injection wells for disposal. Engineering design and permitting are underway and are expected to be completed by May 31, 2026. The design phase is funded by a combination of Florida Department of Environmental Protection (FDEP) Resilient Florida grant funds and a Hazard Mitigation Grant Program (HMGP) grant through the Florida Department of Emergency Management (FDEM) and the Federal Emergency Management Agency (FEMA).

Conch Key

Proposed improvements include road elevation and the construction of an engineered stormwater management system comprising valley gutters, piping, catch basins, water treatment infrastructure, a pump station, a force main, and three pressurized injection wells for stormwater disposal. The project’s engineering design and permitting phase is funded 50 percent by a Resilient Florida grant and 50 percent by local funds. Design and permitting is 90% complete.

Twin Lakes Key Largo

Flood mitigation includes road elevation and drainage improvements to manage floodwater flow and storage. Construction is scheduled to be completed in May 2026. Construction funding is from a combination of a Resilient Florida grant, a federal appropriation, and local funds.

Big Coppitt

The project consists of engineering design and construction of improvements to 19 roads, including elevating portions of road segments and constructing an engineered stormwater collection, treatment, and disposal system consisting of inlet structures, pump stations, piping, a force main, and injection wells for disposal. Design is at the 60% milestone and is scheduled to be complete in May 2026. The project is funded by a combination of FDEP Resilient Florida grant funds and a Hazard Mitigation Grant Program (HMGP) grant from FDEM and FEMA. 

Flagler Avenue Road Improvement Project

This project consists of replacing the existing gravity stormwater drainage system with a new collection system, pump stations, and a force main, along with pressurized injection wells for disposal, and reconstructing the road with an asphalt base to make it resilient to sea level rise. The project is currently in the engineering design phase, which will be completed by May 2026. An HMGP grant funds the design through FDEM and FEMA, along with a local county match.
