MSBU Neighborhood Improvement Program

In 2025, the Monroe County Board of County Commissioners revised a program that gives neighborhoods the flexibility to address specific local priorities, such as flood protection and quality-of-life projects, through Ordinance 02-2021.

What Is an MSBU?

A Municipal Service Benefit Unit (MSBU) is a special assessment district created for a specific area to fund projects that directly benefit the properties within that area. Property owners who benefit from the project share in the cost through a non-ad valorem assessment (not part of property taxes) that appears on their annual tax bill. 

How the Program Works

  1. Neighborhood-Initiated: Residents in a defined area can request a project.
  2. Majority Approval: A majority (50% + 1) of property owners must approve before the county proceeds.
  3. County Partnership: The county assists with design, permitting, construction management, and financing logistics.
  4. Project Funding: Costs are shared among benefiting property owners and may include research, permitting, construction, and long-term maintenance.
  5. Assessment Payments: Property owners can pay their share in full or through annual installments.
  6. Grant Opportunities: The county may apply for grants when available, but awards are not guaranteed.

Types of Eligible Projects

Neighborhoods can propose improvements such as:

  • Drainage system upgrades
  • Canal restoration or maintenance
  • Beach renourishment and erosion control
  • Living shoreline projects
  • Sidewalks and lighting
  • Recreation facilities and park features
  • Road and street adaptation for sea-level rise
