Floodproofing Grants

If your home is in a floodplain, has had flooding, or needs to be elevated above the minimum flood elevation, the county may be able to assist you to apply for a flood-proofing grant. 

Flood-proofing a structure includes engineered flood solutions such as structure elevation, flood vent installation, the elevation of H-VAC and utilities, abandonment/fill, and demolition. 

The Monroe County floodplain management program provides technical assistance and submission for State and Federal grant programs. Participation in any grant is voluntary and is handled on a case-by-case basis for individual property owners. 

Restrictions may apply and eligibility limitations may exist for specific grants. A brief synopsis of some of the grants potentially available to Monroe County property owners is below.

Following a Presidential Declaration of Major Disaster, the HMGP program is implemented in local communities to complete mitigation projects as identified and prioritized by local community leaders.

The purpose of the PDM grant program is to reduce and eliminate risk to community populations and structures prior to a disaster. Grants are made to states for local projects identified by a community’s Hazard Mitigation Plan.

The purpose of the FMA grant is to reduce or eliminate flood insurance claims to the National Flood Insurance Program (NFIP) on behalf of policyholders. Local projects require a flood insurance policy as well as the identification of local mitigation strategies for the properties applying and by the Community applying on behalf of property owners.

The SHIP program provides funding to local governments from the State to ensure affordable housing programs.

How to Obtain a Demo Permit for Enclosure Compliance 

Submit plans that demonstrate the current floorplan and what is currently in the enclosed area that has been cited for habitational uses (FLA). You must provide:

"Before" Floorplan

  • The before floorplan must show the location of all appliances, furniture, fixtures, equipment, items, merchandise, wares, goods, A/C, heating, washers/dryers, personal property, drywall, paneling, tile, carpet, partitions, finishes, and other items associated with or equipped for such uses as kitchens, dining rooms, family rooms, recreation rooms, bedrooms, bathrooms, workshops, offices, commercial occupancy or other habitational uses. Submit photos of rooms, walls, ceiling floors, etc.

"Second" Floorplan

  • Show returning the lower enclosure to bare unpartitioned, unfinished limited storage that was depicted on the original permit for the storage enclosure. Limited storage areas are intended to be limited to incidental items, which can withstand exposure to the elements and have low flood damage potential, such as lawnmowers and garden equipment. 
  • All plumbing located in and below a concrete slab must be capped off and concrete poured into or over pipes to restore the concrete slab. All exposed plumbing pipes and fixtures must be removed. 
  • All electricity located below base flood elevation must be removed. Please note: 
    • All electric not previously permitted and located above base flood elevation may be eligible for an after the fact permit.
    • If an After the Fact permit is required by the floodplain department, “As-Built” engineered plans must be submitted, demonstrating the construction meets the current regulations regarding below base flood enclosures in VE or AE zones. 

Floodplain Management Applications

Keep Natural Areas Undisturbed

Natural areas in all of Monroe County contribute to the retention of floodwaters, improve water quality, and offer refuge for endangered species. Help these areas remain natural and beautiful by reporting any illegal dumping or clearing. If you see dumping in progress, call 9-1-1.
